In 1915, NACA suggested new initiatives, proposing that the government itself build laboratories for research and development to keep this country competitive in the field. In 1917, the United States entered the war in Europe. Research in aeronautics had now become more urgent, and it was decided to follow NACXs advice and build a laboratory primarily devoted to aeronautical research. This facility was opened at Langley Field, in Virginia, at the site of an existing government research station named after Samuel Langley, as we saw in Chapter 1.
